To reduce cross-border transmission of COVID-19, the requirements for the application of "Health Code" or "Health Declaration QR-Code" ( "HS/HDC" ) for passengers flying to China will be adjusted as following:
1. For passengers departing from Finland for China and transiting via a third country, the Chinese Embassy in Finland will no longer issue "HS/HDC". The passengers travelling to China from Finland should take direct flights from Finland to China.
2. The passengers should take direct flights to China from the original departing countries where such direct flights are available, and should not transit via Finland. The Chinese Embassy in Finland will no longer issue "HS/HDC" for passengers who can take direct flights to China in the original departing countries.
3. The passengers travelling to China from the original departing countries where there is no direct flight to China should first apply for "HS/HDC" at the Chinese Embassy or Consulate in the original departing countries and apply at the Chinese Embassy in Finland for "HS/HDC" after obtaining the negative test certificates of the nucleic acid and IgM antibody serum tests within 48 hours before boarding when transiting via Helsinki. The Chinese Embassy in Finland will no longer review and issue "HS/HDC" for those who have not tested and applied for "HS/HDC" at the Chinese Embassy or Consulate in the original departing countries.
4. Passengers flying to China from Finland should upload their travel itinerary, residence certificates, visas and other documents as required. If your itinerary does not meet the above requirements, you may not be able to obtain "HS/HDC" that meets the flight requirements. Travel delays and economic losses caused by non-compliance shall be borne by individual passengers.
5. Apart from IgM or IgG positive results due to COVID-19 vaccination, passengers who have got confirmed COVID-19 infection history or have tested positive in any of PCR, IgM or IgG but not confirmed as infected with COVID-19 should provide lung CT or X-ray examination report produced by local hospital, as well as two PCR negative test certificates (with at least 24 hours interval). If these documents are acceptable, applicants should take 14 day quarantine and health condition supervision before travel. The Chinese Embassy in Finland will then issue the "HS/HDC" if the applicant can provide negative PCR and IgM certificates 48 hours before boarding.
The above requirements will be implemented from Feb. 19, 2021.
