Notice Regarding the "Health Code" or "Health Declaration QR-Code" For Passengers Flying to China Updated 2022/06

In accordance with relevant authorities, and in order to reduce cross-border transmission of COVID-19, from May 23, 2022, the testing requirements for passengers bound for China departing from and transiting via Finland shall be adjusted. The specific adjustments to the requirements are the following:

1.) Itinerary Requirement

i.) Passengers travelling to China from Finland(Hold Finnish passport, residence card, Schengen Finland visa or those who stay in Finland for 28 days or more) are to take direct flights from Finland to China. The Embassy of China in Finland shall no longer issue "HS" or "HDC" codes for passengers departing from Finland for China and transiting via a third country.

ii.) Passengers departing from countries which have direct flights to China are not permitted to transit via Finland on their travels to China. The Chinese Embassy in Finland will no longer issue "HS/HDC" for passengers who have direct flights to China from the original departing countries.

iii.) For passengers travelling to China from their original countries of departure where there are no direct flights to China, a valid residence permit in the country of origin is required, regardless of the mode of transportation to Finland, are to conduct COVID-19 dual tests in their country of origin and in Finland during transit. They are also required to apply for the "HS/HDC" QR-code at the Embassy of China in their country of origin, and the Embassy of China in Finland respectively. The Chinese Embassy in Finland will no longer review and issue "HS/HDC" for those who have not tested and applied for "HS/HDC" at the Chinese Embassy or Consulate in their countries of original departure.

2.) Testing Requirements

Passengers departing from or transiting via Finland to China, regardless of whether or not they are vaccinated for COVID-19, are to undergo two PCR nucleic acid tests at testing clinics designated by the embassy within 48 hours of departure (the tests may be done at two different institutions on the same day; or they may be done by the same institution with a minimum period of 24 hours between each test). The sample for the second PCR test is to be taken within 12 hours of departure. If this time constraint cannot be met, the sample is to be taken within 24 hours of departure, and an additional antigen test is to be taken by a designated testing institution within 12 hours of departure. With regard to infants, please consult the medical professionals providing the testing, and if testing is not appropriate or needed, a certificate stating so from the testing institution is required.

3.) How to Apply

i.) Chinese nationals are to apply for the "Green Health Code" with the "HS" logo. 

After obtaining two PCR nucleic acid tests certificates from a designated testing institution, Chinese citizens should promptly declare their personal circumstances and information on the "Epidemic Prevention Health Code International Version" WeChat Mini Program, and upload the test certificates with results, travel itinerary, valid residence permit, and the "Travelling History Declaration Form" (Passengers bound for China via direct flights). After review and approval, the Chinese Embassy will issue the "HS code". Airlines operating direct flights to China will check the "HS" codes and permit passengers with valid codes issued by the Embassy of China in Finland to board. Please take the flight within the validity period of the "HS" code and cooperate with the airline staff in their inspection of the QR-code when boarding the aircraft.

ii.) Passengers with foreign nationality are to apply for the "HDC" QR-code. 

After obtaining two PCR nucleic acid tests certificates from a designated testing institution, non-Chinese citizens should promptly log into the following website: http://hrhk.cs.mfa.gov.cn/H5/ on their mobile phone, computer, or other internet devices, fill in their personal information, and upload the test certificates with results, passport, visa, travel itinerary, the "Travelling History Declaration Form" (Passengers bound for China via direct flights), and other materials. After review and approval, the Chinese Embassy will issue an electronic version of the Health Declaration Code, in the form of a QR-Code with the "HDC" logo on the website. Airlines operating direct flights to China will check the "HDC" codes and permit passengers with valid codes issued by the Embassy of China in Finland to board. Please take the flight within the validity period of the "Health Declaration Code" and cooperate with the airline staff's inspection when boarding the aircraft.

4.) Application Requirements for Persons with a History of Infection

Those who have been diagnosed as COVID-19 positive at a medical institution, or those not diagnosed but have tested positive for any PCR nucleic acid tests, IgM antibody tests (not as a consequence of vaccination), or IgG antibody tests, if you have recovered for more than three months, please fill in the report truthfully, can take a normal test and apply for a green health code to fly back to China. For those who have recovered for less than three months, please complete the recovery process before applying for a green health code. Please send two negative nucleic acid tests certificate (sampling time at least 24 hours apart) issued by the designated testing institutions to the consulate@chinemb.fi to apply for a pre-review for a recovering person. No lung CT or X-ray is required. After the pre-review of the reply email from the Chinese Embassy, a 14-day self-isolation and health condition test are required. If the test body temperature is normal, the relevant test has been carried out within 48 hours before boarding and the test requirements are met, the Embassy of China in Finland will review and issue the "HS/HDC" QR-code under appropriate circumstances.

5.) Application Requirements for Maritime Crew

Additional quarantine requirements will be cancelled for maritime crew, who adopt the same standard as those for ordinary passengers to China.
