Important Notice Regarding "COVID-19 Cross Test" for Transit Passengers Bound for China via Finland

In order to reduce cross-border transmission of COVID-19 and protect the health and safety of passengers, from February 1st, 2021, transit passengers without HS health code (HS code) or HDC health declaration certification code (HDC QR-code) issued by the Chinese embassies and consulates in the departing countries must take two separate twin tests (COVID-19 nucleic acid test and serum-specific IgM antibody test), and apply for HS code or HDC QR-code from the Chinese Embassy in Finland.

The specific requirements are hereby notified as the following:

(1) Transit passengers who haven't got HS codes or HDC QR-codes from the Chinese embassies and consulates in the departing countries, must complete twice nucleic acid and IgM antibody serum sampling and testing within 48 hours before boarding, either at two different medical institutions designated by the Chinese Embassy in Finland, or take two separate nucleic acid and IgM antibody serum tests from the same medical institution with at least 12 hours interval.

Transit passengers, who have already got the HS codes or HDC QR-codes from the Chinese embassies and consulates in departing countries, will only take nucleic acid and IgM antibody serum tests once according to existing requirements, and "cross test" is not necessary.

(2) After obtaining negative test certificates from the nucleic acid and IgM antibody serum tests, passengers must apply to the Chinese Embassy in Finland for HS code or HDC code.

i.) Chinese nationals are to declare their personal circumstances and information, and upload test certificates with negative results through the International Version of WeChat APP 'Epidemic Prevention Health Code'. The Chinese Embassy will issue the HS code after examining the test certificates.

ii.) Passengers with foreign nationality may login on the following website: http://hrhk.cs.mfa.gov.cn/H5/ on their mobile phone, computer, or other internet devices, fill in their personal information, declare their health status, upload negative test certificates. The Chinese Embassy will issue the HDC QR-code after examining the test certificates. For further details, please refer to:

(3) Passengers may board the plane with the original test certificates with negative nucleic acid and IgM antibody serum results, as well as the HS code or HDC QR-code issue by the Chinese Embassy in Finland.
